Translation:

When a sensible man ceases to see different identities due to different material bodies and he sees how beings are expanded everywhere, he attains to the Brahman conception.

yadā bhūta-pṛthag-bhāvam, when one sees that there are many different bhavas, all the living entities are having their own different nature

but

eka-stham anupaśyati, but one sees that ultimately they are one how they are one? They are all spirit

brahma sampadyate tadā, then one has attained the Brahmana situation one has attained transcendental position,

Here we can consider example of sun expanded in many pots by its reflection.

So there is one Super Soul from Him all other soul and material and spiritual energies has expended.

yadā bhūta-pṛthag-bhāvam, so what we see is pṛthag-bhāvam, we see all different material natures but beyond this diversity of appearances to the consistence the constancy of the substance that is eka-stham anupaśyati, see the one vision everywhere, tata eva ca vistāraṁ and from there diversity has come about, as per the desire and Karma of living beings and sanction of Lord. Such a person who can see like this brahma sampadyate tadā, such a person attain the Brahman platform, the whole idea is don’t get captivated by the duality of this world, see beyond the duality to the higher realities.
