And if can’t study then at least hear…

Bg 18.71

śraddhāvān anasūyaś ca
śṛṇuyād api yo naraḥ
so ’pi muktaḥ śubhāḻ lokān
prāpnuyāt puṇya-karmaṇām

Synonyms: 

śraddhā–vān — faithful; anasūyaḥ — not envious; ca — and; śṛṇuyāt — does hear; api — certainly; yaḥ — who; naraḥ — a man; saḥ — he; api — also; muktaḥ — being liberated; śubhān — the auspicious; lokān — planets; prāpnuyāt — he attains; puṇya–karmaṇām — of the pious.

Translation: 

And one who listens with faith and without envy becomes free from sinful reactions and attains to the auspicious planets where the pious dwell.

So śraddhāvān anasūyaś ca, śraddhāvān, with faith and anasūyaś ca, without envy 

śṛṇuyād, just hear, śṛṇuyād api yo naraḥ, those human beings wo hear 

so ’pi muktaḥ, those people will become liberated 

śubhāḻ lokān, and attain auspicious planets  

prāpnuyāt puṇya-karmaṇām, and they will attain the abode which are attain by puṇya-karmaṇām

So here Krishna is making things even easier for us.

In 68 – 69 He said preach this message to everyone. 

Then in 70 He said if can’t preach study at least.

In 71 He says if can’t study scrutinizely then hear at least.

It is like putting rope down and down for person who is fallen in well.

Like first option is given that take the rope and climb out, but the fallen person says I can’t climb out…

Then second option just hold on to the rope I will pull you out…

Other person say I cannot hold it.

Then the person makes a lasso out of rope and says just wear it on your waist and I will pull you out.

So like that Krishna is offering increasing mercy.

First He says share this message, can’t share study it, can’t study at least hear it.

muktaḥ śubhāḻ lokān is not referring to Swarga as explained by Acharyas He is talking about elevated aboards like Dhruva Loka. In Dhruva loka Dhruva is a pure devotee and also Lord Vishnu is present although his aboard is in material world, it is almost like a spiritual world and there in the association of Dhruva Maharaj and other exalted devotees there, the devotee will advance and will ultimately get liberated. So here we see Krishna is offering multiple level of worship and is encouraging us to somehow or other connect with His exalted message and thereby advance in devotion and return back to Him.
