śāśvatasya ca dharmasya, it is eternal

sukhasyaikāntikasya ca, that it is the platform of ultimate happiness

Most important line of this verse is first line

brahmaṇo hi pratiṣṭhāham

pratiṣṭhā  means foundation

brahmaṇo hi pratiṣṭhāham, I am the foundation of Brahman

Brahman is supported by Me that means Brahman emanates from Me as mentioned in Brahma Samhita.

yasya prabha prabhavato jagad-anda-koti-

kotisu ashesha-vasudhadi-vibhuti- bhinnam

tad brahma nishkalam anantam ashesha-bhutam

govindam adi-purusham tam aham bhajami

yasya prabha prabhavato jagad-anda-koti-

yasya prabha prabhavato, From whose Prabha comes out jagad-anda-koti, so many universes

tad brahma nishkalam anantam ashesha-bhutam, that Brahman which is nishkalam, that Brahman which doesn’t have any parts, that Brahman which is transcendental.

That means the Brahman is coming out of Supreme Lord and the Brahman is non differentiated.

sukhasyaikāntikasya ca, this is the platform of ultimate happiness.

In Tatariya Upanishad the hierarchy of happiness is described and the ultimate of such happiness is the spiritual world. Examples are like earthly happiness, heavenly happiness, happiness in further higher lokas and ultimately there is transcendental happiness, the same hierarchy is explained further in Bhakti Rasamrita Sindhu and mentioned that Bhaktayanand is far greater than Brahmanand, Brahman is happiness of  negation of material modes, happiness in disentanglement of agitating material emotions and that is not really the  greatest happiness.

So in this chapter Krishna describes the process of devotional service and says that beyond Brahman I am there and I am the support of the Brahman. Also the best way to disentangle from the modes is the devotional service towards Lord Krishna.
